About a year ago, I remember posting what I learned about mining in Compostela Valley. I made a rough calculation on the amount of money the government loses from the 20+ tons of gold smuggled to Hong Kong per year.
Now, I got two articles for you. We can say that the statements came from the horses' mouths. I just linked them and put things in one perspective.

Now, prepare for your heart to bleed.
Mining contributes only 0.72% to the country's economy
There were 700 mining permits
95% of mined gold is smuggled out as of 2012.
Production of gold in 2012 was 15,762 tons
So if 15,762 tons represents only 5% of total gold production. The gold produced in the Philippines would be.... 315,240 tons! Oh, my! I would appreciate it very much if somebody tells me my numbers are wrong. Kahit ako, parang it sounds so impossible. Pero nasa articles.....
And the country still wants to open up new mining sites! 700! That would be opening several thousands of hectares of land for mining every day for a span of two years.
When the clear and immediate thing to do is to capture the 95% of the smuggled gold.
You don't have to destroy more of our land....
Eto wala sa 2 attached articles - If all the mining permits are layered side by side, they will be much larger than the entire land area of the country.
At sa mga geek dyan, may assignment ako sa inyo: to get 5 grams of gold, you would need one tonne of ore. Now, compute how many tonnes of ore (soil for others) would have to be excavated to get 315,240 tons of gold. That would be mountains and forests destroyed and tailings smothering and poisoning our coastlines.
Eto pa isang assignment: At 7% precious metals tax. Compute how much revenue the Philippine government has lost from 2012 to 2015.
Gold pa lang yan....
The Philippines indeed is a very rich country - #sarcasm
